What are some good online tools for making Anime Avatars?

I want to make an Anime Avatar but I’m rubbish at drawing, and I want something original/personalized.
Are there any good online tools that I can use to make a custom Anime avatar? you know, where you can shoose what kind of hair or eyes it has, and so on?
Oh, and it must be free.
